W. Kortney Brown, PE: Moderator  Associate, Schnabel Engineering

W. Kortney Brown, PE is an Associate with Schnabel Engineering and a board member of WRA. As either a PM, resident engineer, reviewer, or designer, Kortney has worked on more than 150 dam projects and has provided services throughout each phase of the project life cycle, including studies, inspections, design and construction. Kortney has been the project manager, lead designer, or EOR on over 35 major rehabilitation projects. His passion and talent lay in the evaluation and analysis of existing dam infrastructure, and developing design solutions to address a variety of dam safety deficiencies including inadequate spillway and drawdown capacity, slope instability, excessive seepage, and structural deterioration.

 

Seung Ah Byun Executive Director, Chester County Water Resources Authority

With over 20 years of experience in water resources management and environmental planning, Seung Ah Byun, PhD, PE, is the Executive Director of the Chester County Water Resources Authority. Prior to Chester County, Seung Ah was a Water Resource Engineer with the Delaware River Basin Commission and the Senior Planner for Water Resources with the Brandywine Conservancy’s Municipal Assistance Program.

Seung Ah’s experience spans a range of sectors – government, nonprofit, private consulting, and academia-and her work has included areas such as source water protection, modeling wastewater collection systems, stormwater management and land use conservation and protection.

 

Scott Schreiber  Executive Director, Camden County Municipal Utility Authority (CCMUA)

Schreiber, a Rutgers-Camden graduate, has committed his career to nonprofit and public service leadership. Prior to joining CCMUA, he served as the executive director of the Audubon Mutual Housing Corporation from 2006 through 2012, a nonprofit cooperative housing project in Audubon Park, where he focused on improving infrastructure and maintaining a strong financial position. In the eight years since joining CCMUA, Schreiber has served in several key positions, including as the planning administrator, grant administrator, budget officer and deputy executive director.
